They roost in a tree in the downtown area. Can't use firearms or poison.

You may have to use a few different methods. Here are some I've heard of working. Putting up a fake owl...these are available at most garden supply centers. Motion sensing lights and even the flashes from cameras. Also balloons bother them apparently. Some people make balloon scarecrows. Hope this helps.

I don't know that it would work in a whole town, but my family used to have a problem with crows, and we solved it by hanging a dead crow from a tree. We simply found a dead crow on the road and perched it in a tree. For over a year the crows stopped visiting our house, which had previously been a popular spot for them.

Before doing anything check your local regulations regarding Crows. In the U.S. they are Federally protected i.e. it is illegal to disturb the bird, eggs, nest, feathers, etc. Chances are they are nesting there because there is a sufficient food source, as well as lack of predators in the area. Keep in mind if there are not any state regulations protecting Crows and/or Ravens it is still considered animal cruelty (a felony) to purposely injure and/or kill any animal.
Note: The most common natural predator of the Crow is...The Great Horned Owl and Humans. Due to the fact that GHO's and Humans share the same Territory as the Crow they are the most common treat to them.

As they are getting sufficient food, they have made your downtown area, a permanent shelter. Only solution is, they should not get food , do not put left overs to garbage bin, some people are in a habit of feeding them regularly, to show their love towards crow. Ask them to stop feeding. If they do not get sufficient food, they migrate to other locations, and your problem is solved. This process may take hardly one week.

In due time the crows will eventually die off due to the mosquito's west Nile virus...finding more than one dead crow is sure tell sign that the mosquito's are in town so take it as a warning from mother nature.

Other than that about the only other way to get rid of the crows is not much if you cant shoot them.

pellet gun they make no noise, unless you hear the crow hit the ground
