"Unsharp Mask" is considered one of the best ways to sharpen the way an image looks without creating noise across the whole image.

It seeks out object boundaries by color and contrast change, then strengthens the border area.

I believe you may be referring to "unsharp mask". That is an action in Adobe Photoshop to apply sharpening to an image.
