Get him neutered if he is not already. If he is, there is not much that you can do after the behavior has started. Yes it will kill flowers and bushes.

Take him out on a leash or where there are alot of trees...and yes- it kills flowers, no it doesn't kill bushes.
When you take a dog where another dog has been (even if they didn't pee) the dog can smell them and will usually go there.
FYI...it's not going to "rust" your rims!

I say in Africa and i have had friends of mine that had the same problem with their dog. they eventually got advise from their vet which was to go to the lion park and purchase lion feces and diluted lion urine in a spray bottle. they used the faces in the garden all the other places walls, Tyre's etc was sprayed with the diluted urine. Dog urine does damage flowers and bushes because of the acidic content.
In the wild, the relationship between predator and prey defines the daily routine of virtually every animal alive. The predator stalks its prey to satisfy its most basic need for food and the prey seeks to avoid the predator at all costs to ensure its on survival. It is the law of the wild. In this life and death game of hide and seek, the scent of urine is often the only warning a prey has that a predator is nearby. This scent of predator urine triggers a primal reaction in the prey.
there are a few sites on-line available that will be able to supply predator urine for a predator in your area.
i am sure this could be used on your Tyre's (not the rims) and in the garden to deter the dog from going where you don't want him to go.

You might have to nooter him, IF you don't wish to see him doing that. It's a male thing for dogs to do. You might want to keep him away from things that make him do that. It's totally natural though for a dog to cock his leg up, and whizzzzz, though.
As far as the plants...The urine could burn the plants, or your lawn, and eventually kill it out.

Positive training works best for me..reward him for going where you DO want him to go and give him no rewards if he makes a mistake..he will soon learn that he will get alot more praise and treats for going in designated areas..it takes alot of patience but its worth it in the long run...good luck!!
