Sweetie, if your already working out it would make sense that your always hungry. Here's a few tips. Drink more water. Especially when you feel a hunger vibe coming on. Also, eat more. Here's what I mean. Find some healthy food you like and eat it through out the day in small protions to help with the hunger vibes that come on. Most nutrietionists will say it's better to eat 5 to 7 or so small light healthy meals than the standart 3 meal a day regime. Like fruit. have some fruit mix bowls prepared, celery sticks, some cheese and crackers, small portions of boiled chicken, etc.etc. etc. This also keeps your metabolism running high so you burn calaries at a better rate. You my friend have a fast metabolism. Nothing wrong with that. its fine to be hungry all the time, just be careful what you take in. To lose weight, you actually need to take in 6 meals a day! 3 real meals, and 3 protein shakes would be the best thing. All your meals should be 2.5 hours spaced apart, shakes in between
Breakfast
2.5 hours later, shake
2.5 hours later, lunch
2.5 hours later, shake
2.5 hours later, dinner
before bed, shake
dont forget the exercise! cardio and lift weights. you can also try a fat burner to help curb your food craving. it isnt a miracle pill, youll need to stay working out, but it will make the journey faster.

Sometimes I do feel like that, too, and I blame my emotional state, not my physical appetite.
I don't think it is your appetite that's the problem,,,it's your emotional state, probably.
However, there's always a way!
Put a slice of LEMON in a glass of water.
The Lemon in the water will play a trick on your brain leaving you feeling less hungry.
Also, drink water...every time you feel hungry.
In my case, instead of nibbling junky stuffs around me, I keep drinking water... with a slice of lemon.
The sour the better.
Now, go get some lemon.

try fiber enriched meals like oatmeal broccoli because it digest slower, if you work out a lot you should maintain an appetite because of the energy your burning, carbs do the same. its the calories you should be concerned about.

eat smaller and more frequent meals during the day. make sure you are getting enough protein -look into other sources (like nuts and soy). drink lots of water.

eat more frequently like every 2-3 hours
Example:
8AM - 11AM - 1PM - 4PM - 7PM - 10PM
for those meals eat like about 400 calories
eat dairy products (calcium is very important in weight loss) (choose low-fat)
eat more Fiber (fiber makes you fuller, and helps in healthy digestion)

after a meal, drink a lot of water.
i think you starve that much because you exercise more... try to asses your exercise... i think you're performing too much exercise that's why you're consistently hungry. eat lotsa veggies, avoid lotsa meat.
