At one point Seagal was much badder than Norris. Then he went all TC (triple chin) and Norris stayed fit with infomercials, so at this time, Norris is in the lead.
In real life, Norris had less than three years of training when he acquired his first black belt. Seagal trained in Japan for over a decade, and he is the real deal in real life. What you see when you watch Norris fight is more Hollywood. At their primes, Norris might win in the ring, but Seagal would kill him in a fight to the death.
Norris is a wacko Christian who wants prayer in school, and Seagal is a self-proclaimed Buddhist Lama, so they're equally nuts on the spiritual scale.

judging by popularity and devotion it would have to Chuck Norris. He's so powerful, he lost his virginity before his dad did. If you can see him, he can see you. If you can't see him, you may be seconds away from certain death.
