I use DCR HC40 E Sony Handycam . Will i get the same high quality video as available on a Mini Dv cassett, if i burn it on to a VCD using IEEE1394 port in my laptop and the Handycam. I have used the USB cord for CD writing but the picture quality is very poor.

It won't be much better.

AVI is a better format than VCD or DVD (which is Mpeg2).

Your AVI is 720x480 and your VCD is 400x400 plus it has more compression so the quality drops.

Camcorders have 530 lines of resolution while DVD is 480 lines or about 90% of what a camcorder can give.

USB causes drop frames because it's maximum rate is 4MBPS while the FireWire is 25 MBPS.
Re-used or old tapes can also cause quality degradation.
When using new tape, fast forward to end and rewind before recording.
