i know of an officer having a personal/sexual relationship with an enlisted man. they do not work directly with each other (i.e. not a direct supervisor). is this an appropriate situation within the us air force?

No it is not, it is called fraternization and is punishable by the UCMJ ( Uniform Code of Military Justice)

It is not appropriate. However, if every person in the military (all branches) were to be busted and sent home for inappropriate sexual relationships then the war would be over because they probably couldn't field a football team.

No under the D.O.D. rules for fraternization, No officer may have undue relationship with an enlisted person, regardless if they are not in direct chain of command.
