all depends i guess but if they are desperate and shameless they will just move on to their next attempt.

Well as once a desperate guy I can tell you this...
I am going to be offended not matter what you say if I am desperate or not...
Look at it this way...
You can't say what you say and then make them feel better about it.
In a more common view you can't stab them in the heart and then try to make them feel better about it...
sorry to put it that way but overall if the guy makes you feel uncomfortable and you say no ...why should you even care about if he is offended or not? That don't make sense..
