It's really far--nearly on opposite ends of the city--and it's not easy to travel between the two on public transport. There's a university out there, Sabanci, that has a service bus for students and teachers.
Failing that, you could take a bus to nearby Pendik, then a fast ferry to Karakoy and connect either via the "Tunel" or tramway-funicular.
You could also take a bus to Kadikoy, then take a dolmus or bus to Taksim, or a ferry to Eminonu, Karakoy, Besiktas or Kabatas and connect on public transit (tramway+funicular for all except Besiktas. From Besiktas, take a bus or a dolmus).
Tuzla is very quiet. Parts of it like Bayramoglu have summer homes for Istanbullus who usually live closer to the city. Other than that, there are some suburban-style housing compounds and gecekondus (shanty towns). As I mentioned above, there's Sabanci University, and Koc High School, Sabiha Gokcen Airport and the Formula 1 track are nearby. It's safe, but there isn't much to do at nights other than maybe drink tea.
My boyfriend went to Koc High School, and one of the reasons why it's out there is so that students wouldn't be tempted to skip out and play hooky! Seriously, it takes 25 minutes from the high school to walk to the nearest bakery.

You can use public busses as described at other questions.
Some alternatives;
1-Take metro funiculer from Taksim to KabataÅ, And take boat to Ãsküdar - to HaydarpaÅa train station and take train.
2nd- Funiculer to KabataŠtake fast boat to Bostancı and take bus from there,
3th- Funiculer to KabataŠtake boat to Kadıköy and take bus or public mini bus to Tuzla
All is convinient and the same km.s you will take.
