how can i burn windows 98se to become bootable?

Copy the operating system as .nrg (Image) on your HDD than write choosing make a bootable CD by Nero. If it does work than it's OK if not choose write from a pre saved project. I don't know which version of Nero you are using that's why I have given you two ways.
