Is there any Petroleum Eng. University in USA dose not charge Canadians Out of state Tuition Rate?

I am Canadian, in my 3rd year Chemical Engineering student with 3.00GPA
I would like to transfer to a Petroleum Engineering Program in the USA but I am looking for university that dose not charge Canadian out of state tuition Rate .Can you help me find one? Please
