Go to Image > Image size. You can adjust the resolution there.

Image>Image Size is a good way to go, especially if you are making big changes. But be sure to have Constrain Proportions checked and choose the right Resampling method. If you are just wanting to make a simple change, then you can also use the Crop Tool (found on the left hand side of your toolbar, third down). Just enter the size you want and the resolution in the Options bar at the top of the page, click and drag and you're done! This is an easy way to make your camera jpgs (those huge files off the camera that are 72ppi) to an 8 x 10 at 300ppi image ready to print. Hope this helps! :-)
