I am looking to hatch Coturnix quail (30 or so) and bantams and standard chickens (probably up to 12 at a time). I don't want to spend more than $150.

Hovabator with viewing window. Easy to set, easy to use and very reliable - but you gotta go turn the eggs yourself.

costs about $45 brand new, you can find them on ebay.

I bought my incubator on ebay Its Called little giant incubator with egg turner for 81 dollars, unfortunately i was bidding on two so i won both, but the other brand is Hovabator that one was 56 with shipping. Good luck!!!!!!!!

Try looking on Ebay or Craigs list for used ones. You will want one that turns the eggs and has a humidity control.
