It is absolutely OK as long as you keep the very basic etiquette. Do not yell~speak softly and most of all always keep your cell phone in manner mode in public.

Actually it is a strange American thing that you can't talk in public on a cell phone and it is changing a lot here as well. Most places in the world, it is fine. Really, what is the point of a cell phone if you can't talk to people where ever you go?

Heh I had to laugh when I read the question, it's quite the opposite of the US where using you cell is becoming taboo outside of using it in a dark cave in the mountains where noone can hear you for miles.

Everyone is using cells practically everywhere in Korea, of course you'll get people who for one reaosn or another will have a loud conversation (no not just young kids as for the most part it was the seniors who did it in my experience) but it's super common so bust out your cell and give a Yoboseiyo? for me... :P

eat a large style of chili and bypass intestinal gasoline many times! Or in case you won't be able to try this, overdo your self on stable fragrance, and take a seat next to the creep making goo-goo eyes at him. or purely have some pals wit for him outdoors with baseball bats and beat the c**p out of him, and ruin that cellular telephone. possibly some genius ought to invent a jamming device, that renders those stupid telephones ineffective interior one hundred yards. call it the "Wii Dry".

In the Korean Culture this is acceptable as long as you are not loud and obnoxious. Korea follows the same phone courtesy rules as any other country.

Of course it's okay! BUT you'll notice a lot of Koreans a) speak softly and b) cover their mouths with their free hands as an outward show that they are considering those around them. Sometimes old people yell on their phones...but they are old!

it's ok but especially young teenagers speak really loud in public. (it's really annoying.)
