Read as many books as possible, try to find a reputable breeder who is willing to let you learn from them, research your breed.... There are so many things to do before even thinking of breeding.
I am so sick of people breeding dogs left and right with absolutely no knowledge of what they need to do. They certainly know how to make it harder for those of us who know what we are doing.

It depends. For most people, yes. There are older Native Alaskans who have been breeding sled dogs for generations and are illiterate but bred very fine dogs. Some people can read 100 books and still not do things the right way. Reading wouldn't be a bad start tho.

Not just one book but plenty of books.. Also talk to breeders maybe they will let you be with them when their dogs give birth ..You need to know everything about the dog you are breeding. You need to know the pro's and con's of breeding. You have to learn what to do if something goes wrong. 'Don't get into it unless you are willing to learn all there is to breeding dogs. There will be some you will learn along the way , but be a head of things by reading and reading and watching.

One should do all kinds of research when thinking of adding a dog to the family. A dog is a lifetime committment of 10+ years for most breeds.
Reading books, Browsing in Internet, attending dog shows, and talking with breeders are lots of ways to inform oneself about particular breeds and what to expect should you add one to the family.

I researched 3 or so breeds before settling on an Australian Shepherd. Because of the research, both our family and the dog are happier because of it.

Better be doing a lot of research before you even think of breeding. What do you know about the breed. Breeding takes years and years of commitment from you. Are you prepared for that? Can you properly care for the animals, food, shelter, vaccinations, Vet.? I would hope you do not think you are going to make lots and lots money, because you're not. Can you better the breed?

If you mean a book about breeding than sure - why not try the web - but if you mean just any book with no realation to dog breeding than that would be weird.

Yes. However, people should do a lot of things. Consider though the number of people who don't read a book before having , err.. making human babies. So you can't really expect too much.

You should read books. Talk to people who have done it before. Even have you pet checked out by a vet to make sure they are healthy enough to do so.
