She sits next to me in art class (in fact she tries to be next to me every time we change seats) and always puts up a conversation with me. when talking with me, she touches my arm/hand. Just recently, she asked for my opinion on a problem with her boyfriend and the next day, they broke up. She has never said "I love you" in a playful way, but I do have stronger feelings for her than i would for just a friend.

I think she likes you.
If she is making physical gestures like touching you then this is a form of flirtation.
I am not sure how old you are but getting together with her after a recent break up is not a good idea either.
Invite her out for a soda or something after class.
Get to know her as a friend if she is interested and take it from there.
No need to rush into things.
She needs some space in between dating and her recent boyfriend, but no harm in being friends until that time.

She could just be being friendly, but it sounds like she does like you. Take your time - if you like each other, it will play out in your favor eventually :)
