Man proposes and nature disposes... umm what does it mean?

Men have ideas of what they want, but nature does what it wants. Man does not have the power to change many natural occurrences, like the weather, so while Congress could legislate bad weather to be banned, bad weather will still occur.

It means that somebody changed it. The original saying goes like this: "Man proposes and God disposes." You know what it means.
P.S. It would be funny to hear, in the future, people saying "For the love of nature, shut up!", or "Oh, my nature!", or "There is no nature..." Just a thought.

It means that no matter what man makes, nature can destroy it.
