What signals should I give out?
I'm very shy so the direct method doesn't work for me.

shy or not if you really liked what you saw you would have already asked for the girls number. but women don't need to ask, men do the heavy lifting.

Hey I'm shy too! Okay well.. staring is one thing. the most common flirting move. (don't stare too much that you'll freak the person out) Also, most of our communication is from our eyes or body language. So basically flirting like getting close to him, talking to him, well if he/she is a total stranger and you like him/her you would want to know him/her first or you'll get rejected easily. I know from experience. Twirling your hair signals, biting lips for girls. Guys usually show off & try to act cool or even mean which is unusual but they do.

smile and make eye contact for at least 3 seconds.

Look at them, and when they look at you, quickly look away, then look back at them and smile.
