NY never sleeps in the sense that there are always shops open and things to do even at 3 am.

NYC is a 24 hour city. You can find things to do any night of the week, all night long. Since NY is multicultural even Sunday night is hopping somewhere. Someone is working, parting or sleeping at any hour everyday somewhere in NYC. This applies mostly to Manhattan, but even in the outer boroughs there are 24 hour spots.

It's 3:37am, Wednesday morning, your starving and looking for a bit to eat, you'll be able to get almost anything you could think of, and if you're in the right place the'll deliver it.

New York is alive all day long with business people. In the evening they are replaced by tourists and theater goers. Restaurants are busy late into the night. There is always something to do in New York 24-7

Yes, it's true. It means that there's something always going on somewhere in the city. Lights are always on, people are always talking, cars are always out. There is always something to do - you can always go somewhere to get some food, hear some music, etc.
