I have heard that Las Vegas is the place to go for a car like that. I knew a guy who got one there from a big dealer for a great price. Just make sure you know what the requirements are for your state first. For example, if your state requires a smog inspection, don't buy it unless you are really sure it will pass, or you are taking a big $$$ risk.

At an auction. If it's not a publec auction, get a saleman with his dealer's license to buy it for you and give him 50 to a 100 bucks.
