He had just moved into his new house and called me. He asked me if I would call him back in 30 min to tell him goodnight. I said "yes." "Do you promise?" he said. "Yes" I said "I will talk to you in 30 min." I called him back 30 min later and he didn't answer or call back to see if I called. Why would he insist that I call him and then not answer? Is he trying to turn the tables on me?

as funny as this sounds his new place might have given him the creeps and by you calling him it makes him feel safe and strong and i think he didnt answer cause he probably managed to fall asleep thinking about you calling him. I'm sure its nothing hope that helped good luck

Maybe he fell asleep. If you already left a message, don't call him again. Some guys do turn the tables on you and in my experience it's never a good thing;usually there is another woman and they want to be able to blame your relationship on you as in "she chased me" but if you have not left a message, I'd call one more time and leave one. After that, I don't care if Mt. St Helens goes active again or Godzilla is on the warpath to his house,you should wait for him to call or proceed at your own risk.

i must agree with all the other answers. :-)
give him the benefit of the doubt. There are a lot of maybe's...better ask him nicely what happened. In this case, he is the only person who could give you the answer you need. ;-)

Maybe tyhe girl that lives across the hall ran into him and they got chatting. Maybe things were going really well, and he was boning her when you called.
