Some people on dialysis urinate as much or more than the average person. The problem is that the kidneys have stopped filtering the toxins from the fluid. Other people do not urinate whatsoever. Their kidneys do not filter the toxins either and do not clear the body of excess fluid.
The kidneys perfom many functions for the body and depending on the area of damage the results may be different. The treatments may be different as well depending on the person's over all health and tolerance.

My father in law was on dialysis for almost 9 years and he was able to urinate up until about the 7 year mark. He would sometimes only go once a day though. The renal out put is sometimes seriously decreased but yes you can still urinate while on dialysis!

Probably not. I know that when my son was on dialysis because his kidneys had shut down, he never urinated. In fact, once he received his kidney transplant, he said he had forgotten what a pain running to the bathroom was! If it is your kidney that is causing the problem, your bowels will still move. The American Kidney Society has a wealth of good information on this subject.

Most people on dialysis still urinate, although at a much reduced volume as they have a reduced kidney function

sometimes. it depends on the degree of renal failure and the person. most don't pee much though.
