Yes it does. That's why our muscles ache after periods of heavy exercise like sprinting. The anaerobic respiration required to get the energy quickly from carbohydrates creates lactic acid that causes those cramps.

A person has a build up of lactic acid when they reach the point called lactate threshold where it is difficult to talk when exercising. When you start to hurt after exercising it is because the sarcomeres in your muscles are damaged because of eccentric exercise (where the sarcomeres are lengthened). This is the reason a person gets sore after exercising. You had to much force for your muscles to handle. So its the damaged sarcomeres that hurt, not having lactate acid in your body.

Yes, if I remember correctly, lactic acid is the "burn" you feel while exercising.
