If she is mounting him, that isn't breeding behavior, that's dominance behavior. Dogs of either sex will mount another dog like a male mounts a female to breed, as a way of dominating the other dog.

i agree with the whole humping isnt mating thing, but to answer your question, mating is not just the realm of the intact, i have seen nuetered males copulate and tie with females in heat, and i have seen intact males copulate with spayed females, sex is sex
there is a certain amount of testosterone in every dog, male or female and not just in the testes, it is the hormone responsible for sex drive, and some bodies produce more than others, those who have alot, will try to mate even if thier gonads have been removed

Clarification: spayed and neutered dogs DONT have 'hormones' (sex hormones: testosterone and estrogen/progesterone). When your veterinarian spays/neuters she takes out the uterus and ovaries or testicles (testicles and ovaries produce the hormones). Result: no sperm or ova to fertalize or become fertalized or uterus to house embryos and NO HORMONES FOR SEX DRIVE AND MATTING BEHAVIOR.
Adrenal glands produce sex hormones to a degree, but these function at a different capacitiy than for sex drive and mating behavior.
Humping in both sexes is an affection, dominance or play tactic.

it can be many things
first it can be some ovarian tissue remminat and still producing estrogen and this is due to defect in the spay procedure
second it can be just a play behaviour
or your vet was not able to perform the surgery or he got one ovary and left the other one which is still active

Not exactly for sure, could be the hormones and it could be a dominance factor, but if compared to humans, just because the parts are gone, does not mean that the urge is.

"Humping" is a behavior that dogs do to establish dominance in the pack. It has nothing to do with sex or breeding.
