The animal needs to be taken to the VET, please. Tell the VET ahead of time of your finances, perhaps he/she will be more understanding with the bill.
I would stop by a Humane Society office and ask them for help. Perhaps they have come across that kind of a problem.
Ask other dog owners for help, just do something.
1. Fleas
2. Clogged anal sacks - they need to be drained
3. Possible allergy - skin problems

Invisifleas! Or... it could be the anal gland needs to be expressed. The anal glands may be expressed before a bath at home; however, it is much better to have a professional demonstrate it prior to attempting it. The fluid builds up and is used to leave a scent on their 'territory', as well as, to communicate with other dogs. Perhaps you know a good dog groomer that would show you how to do it yourself during your economic short-coming. If you just take a few minutes of their time, they probably will not charge as much. Just show up with the animal and ask someone to quickly demonstrate the movement used to express the animal's anal glands. A trained professional WILL KNOW what you are saying...a good person to wash dogs..may not.

Hey i feel sorry for you. you must be really worried. i would be. i'v heard of different animals doing this sort of thing before. some birds will pluck themselves and some dogs will do what yours is doing. sometimes it means they are seeking more attention. on a documentary on animal behavior i saw a part where it mentioned animals seeking attention by harming themselves. your dog could possibly be making itself bleed so you will spend more time with her and give her more attention. another possibility is that she's developed an anxiety problem where she gets upset or worried about being left alone. i'm not quite sure how you would fix these problems but you could do a little research and maybe there is a solution. i hope i have helped and good luck with finding a solution for you dog!!!

If you just spray him he will do this for a while as the fleas go crazy from the spray and will bit continually until they die.
Or he did get bit from something and the spray isn't hep ling the area he was bit on. Maybe put something around his backside to prevent him from getting to the base area.
Have you check the ares to see if there is a bite mark redness? I don't think hemorrhoids because you didn't say he is dragging his butt across floor (They will do this).
Maybe put some stop itch cream on it.
Just a though.

there is 2 gland on the anus under the tail at the position of 10 and 2 o'clock which we use to call them anal gland those gland need to be expressed from time to time when they get full simply get a large paper towel and squeeze this area while other person holding the head of the dog .. when this gland get full it bother the dog and u see the do bitting his tail and rubbing his rear end at the carpet and chase his tail .. if u ignore this prob. it can get full and infected and then it gonna need surgery to fix it

It may be his anal glands or he may have worms. The poor thing. The glands are on each side of his anus. Put on some rubber gloves and squeeze them to empty them, but be gentle. A warm bath may help him. If he has worms he would be scooting on the floor, but you may go to the pet section in your local grocery store and get some dewormer. I have an idea it is his anal glands. Anyone who can't afford a vet should not have an animal as they have to have care just like a child.

He could have dandruff or a skin condition near his tail's base. Try going through it with a fine toothed comb.

Try an oatmeal shampoo. It soothes the skin. My dog has super dry skin, and that at least helps it for a short time until you can get to the vet.Mine does not cry though, so you could have a more serious problem.

if you can't afford to take him (you should know that dogs cost a lot), then call the vet. look at the tail. does it look infected? or red? i think you really need to see a vet, no matter what the cost. talk to them about payment schedules. he's your dog, and needs to be cared for. good luck. at least call them.

he might need his anal glands expressed. messy job that people usually ask a groomer or vet to do. but you can do it yourself!
on yahoo answers, a person called Desidoo answered a "how to" question about 6 months ago. Am trying to copy the link below, but you might have to search for it.
If the dog doesn't seem to be sick or have a fever, I would bet on the anal glands... enjoy...
