Go on Yahoo Local, type in your zip code, type in "wholesale florists". Call to inquire about the cost of the flowers you like to get an idea of how much you want to spend. Some wholesale florists will sell you at a retail price below the typical flower shop prices.

What city are you in? The region, time of year you will be married, etc. will have alot to do with what flowers will be economically reasonable. (i.e. roses esp. red are much more costly in February) and out of season flowers will always cost more.
If you go to theknot.com and look up your city they can give you a list of florists in your area that can fit your budget.
Also, decide if you prefer silk or fresh flowers (pros and cons to both) and what color scheme and formaily your wedding will be. (carrying bouquet of daisies at an eveing formal affair would not look right)

Both places were very easy to work with, had great prices and delivered in time for my wedding.Both sell silk flower bouquets.

Normally it costs a small amount of your budget to purchase bouquets, making them is sometimes a good way to cut costs and you can make them with artifical flowers and greens. Normally they are pretty easy to make. I made some for my own wedding and even offer to make them for other weddings.

First visit a few local florists and negotiate the prices at each. If you can't get a price you are comfortable with, go to Michaels or Barnes & Noble and get a book, there are great wedding craft books out there.

Costco.... if you aren't looking for something 'unique'... great quality and prices :) They'll do up bouquets and bouttonieres and you can buy long stemmed roses to decorate the church and tables really cheaply :)
