i want a perm that looks like this

You can get a similar effect w/ a body wave, i.e. a really loose perm. However, the curls shown in the photo have to be styled and formed to look like that. i.e. hot rollers or a curling iron.
Perming will just make it easier to style your hair and enable your hair to hold a curl.

They can do anything, but I don't think she has a perm. It looks like just curling iron or rollers.

If you want that look, I'd suggest doing it with curlers or a curling iron (and hairspray). Perming it will damage it, and if it doesn't turn out you're stuck with it.
