Just tell him outright is the best thing to do.
Honestly, Guys don't pick up on our hints as well as they should....Our "oh-so-obvious" flirting techniques, apparently are not as obvious as we make them out to be....
Guys are dense, just tell him.

ask him on a date? and maybe kiss him during the date or something. outright would be shocking but i think gradual showing should make it so he wont be scared

pull him to the side and tell him "you need to holla at your girl" or offer to take him to lunch or do something nice for him
