Does anyone know of a good photo editing program?

I have a picture with my girlfriend standing on a balcony. I want to put someone next to her. (Without retaking the picture). what free program would let me add someone next to her, or maybe even objects in the background?

I use Paint Shop Pro, it's not free but it's worth every penny. I believe you can get a free trial at Jasc.com
