You first would need to assess the noise levels in the areas of concern. This would require around the clock monitoring in the areas to determine the noise levels.

After determining where your problem areas are, you determine the sources of the noises.

After finding the sources, an engineer can design an effective abatement or reduction system.

At this point, you will either have to go to your city, county or state to get them to appropriate funds for the abatement, or to enact legislation to minimize noise levels.

many airports are subject to noise abatement protocols (search noise abatement procedures).

The first step is having the intestinal fortitude (guts) to speak out about it. You have to be willing to go to the City Council meetings, approach the neighbors, videotape the abusers, take that tape down to the local T.V. Station, and speak about it anywhere you'll be listened to. (or even tolerated)

You have to make it more work to continue polluting the neighborhood with noise than it is to simply turn the noise down or off. You will not be popular at first. People will thank you later but it won't be soon enough or often enough. You have to make sure that your reasoning is sound as well. If a neighbor is making all kinds of noise at eight o'clock on a Sunday morning, it might be offensive to you, but there may actually be no local ordinance against it. That means you:

A. Tolerate the Neighbor

B. Move

or

C. Get the ordinance changed!

Now you are thinking about running for office. You are also making a fair amount of noise yourself. So make sure that it's worth it, make sure that the law is on your side (or get it changed) and make sure that you have the financial, psychological, and physiological stamina to back up your displeasure. If not, I understand that they are giving away five acre plots of land in Alaska. They really need people up there, it's pretty quiet (except during mating season) and your neighbors will all be a reasonable distance unless you build right on the edge of the property!
