You first would need to assess the noise levels in the areas of concern. This would require around the clock monitoring in the areas to determine the noise levels.

After determining where your problem areas are, you determine the sources of the noises.

After finding the sources, an engineer can design an effective abatement or reduction system.

At this point, you will either have to go to your city, county or state to get them to appropriate funds for the abatement, or to enact legislation to minimize noise levels.

The first things to think of are the loudest things. No more interstates; heavily restrict auto traffic; and definitely no trucks. If there are airports nearby, good luck; you can't easily move them! You have to be practical about this. Think about your neighborhood; what are the things you hear most often that annoy you? How would you go about solving those noisemakers?
