Generally the Hague Convention will require a notarized letter of permission from you to show at the border, or else a court order showing that your ex has the right to take your daughter without your permision. In the US both parents have to sign the passport application or else the one signing has to show proof of sole legal custody. I assume it is the same there. However, it should say on the instructions for the passport form.

Regarding the notarized letter, some officials are sticklers for this and some aren't yet.

My ex wanted to take the kids on a trip to the States, because HE was the one requesting it, HE had to pay for the passport and the letter from a notary {or lawyer}. You can request to have all the information about were they are going ie: which Country and for how long and phone number where they can be reach. This is all parental rights. I have custody of my kids. But this stuff still needs to be done, with the way international parental kidnapping is happening many costumes officers will not let her in unless she has the proper documents singed by the other parent. I live in Quebec, I do believe it would be the same for you.

Good luck and make sure you get all the info from her on her whereabouts for this trip.
