You are NOT required to regester the field with the FAA, however As a pilot I think it is a good idea because it will be charted as such and give a pilot another option that might be experiencing an emergency , or even as a precautionary landing.
The local zoning authority does have jurisdiction however, you might check with the county/city zoning board. Also, you put your self in a liability situation if letting "friends" use you strip.
Dont forget to contact your insurance agent!!!(A lesson my grandfather learned the HARD way)

How do I register a private use airport with the FAA and obtain a location identifier?
Contact your State Aviation Office. Contacts can be found on your State Department of Transportation web site. This office can offer assistance in the airport registration process or use FAA Form 7480-1 Notice of Landing Area Proposal. Follow the instructions on the form and submit to the office listed for your state. If you have begun the registration process, contact the office that you sent your Form 7480-1 to and ask for your application status. If you have received an Airspace Study letter from the FAA, contact the FAA Airport Safety Data Branch (202) 267-8728 and ask for your application status

I stored my airplane at a friends farm for years, another friend two miles to the south had a parallel runway. I had no problems at all. I did however, have a very tense passenger (supposedly a 2700hr commercial pilot) who made my seat cussion disappear as I made a normal approach to this field. He had never even considered the possibility of landing anywhere except an approved paved runway. After we fuelled up and took off again, he was much calmer. I had flown to another airport and picked him up.

Down here in Texas there are about a million of them (slight exaggeration, but this IS Texas). Before I came to this monster called Houston, I had a strip on my place in the country. Kept a little 152 there. So far as I know, the only registration would be to get it placed on a sectional. As long as your friends remember it's a grass or dirt strip and probably not too long, invite 'em over.

You must definitely check with the FAA before using any area for a private landing strip.
The FAA must ensure the strip doesn't interfere with any other air traffic, or navigational aids in the area.
