Its us,people have problems with rules,we rebel,some of us get past this once we realize that their is something bigger than us and we really are powerless when it comes to control over anything. We can make choices,but we cannot entirely predict the results.As far as following rules,this is why so many gruops have splintered from the teachings of the Jesus and the Apostles.This also explains Atheists and agnostics,because they have doubt but think they actually have the perception of control

Yes!!!! The problem is many confess it but far to few actually practice it or know what it means.
