You have to find out what mistakes you keep making that are causing you to fail, and work hard to stop making those mistakes. The instructor or the examiner MUST be giving you SOME kind of feedback on what you're doing wrong.

Depends on why you failed it twice already. Your instructor should've told you after both road tests what you should be working on so that you can pass. If they didn't, or you forgot what they said, ask them. They're there to help you, not make you fail.
