Between those two choices God would have to be a fascist. A chain is only as strong as the weakest link you see.

Neither. If you knew the definition of those two ideologies you'd know they were about a small group dictating to a large group and determining everything for that group.
God treats people on an individual level. He expects us to be accountable for our own decisions. He does not force us to anything.
