Pick up a form 1040EZ-T at your local library, or download it from irs.gov
It's about half a page long. You'll fill in some identifying information, and the amount of the phone tax refund that you are eligible for.
You cannot use this form if you file a tax return - if you do, you'd show the phone tax refund in the PAYMENTS section of your 1040/1040A/1040EZ.

There's no particular problem with filing a return even if your taxable income is zero.
In this case though, the IRS has foreseen problems just like yours: The form 1040EZ-T appears to be expressly for people in your situation.

Funny enough i actually tested this situation and filled out a tax form online at hrblock.com and found out that even if you have no income you are still entitled to that tax refund of $32. See the difference between a tax credit and a tax refund is that a tax credit requires that there be paid or owed taxes present, then that amount is deducted from the amount your are liable for. A tax refund you are entitled to no matter what. So just fill out a free online refund at hrblock.com (i think the link can be found at irs.gov then 'free file') And you will get your excise refund back.

If you had no taxable income, what funds did you use to pay the phone tax you are claiming the refund for? Just wondering....

Maybe a return needs to be filed so they have a record of you? Call the govt and ask them.
