I think whoever told you there were criminal charges being bought against you is bluffing. Unless there were deliberate attempt to defraud and this can be proven there is little chance that criminal charges could be proceeded with. This would purely be a civil matter dealt with by a civil court in the states. The judge would then find in absentia, which is in the absence of the accused for the other party because you have no representation in court. They would then probably file papers with the insurance company to get the money back for the goods shipped. I think the customs people have more to worry about than these types of matters. You could imagine the thousands of people who would not be allowed into the US because of these types of matters. I would not worry too much.

A case can be filed in the US and notices can be served to the violator in Europe. If found guilty, the culprit will have a record and it will be the basis for arresting him in case he comes to the US.

If it's too small for the local law enforcement to investigate, then you can bet the feds won't touch it.
