The muscle(s) of the inner thigh are particularly tricky to work. Outer thigh muscles aren't so hard, but the muscle of your inner thigh is a long, skinny, generally whimpy little muscle (which probably explains why it's so hard to work).
One option (obviously), is to get thyself to a gym (or even one of the inexpensive home "total gyms") and use a machine designed to isolate and work that particular muscle group.
If that's not a choice you're hot on, leg lifts are an excellent choice. Here's one I recommend:

Whatever is flabby is dead to your mind. By becoming aware of those muscles and watching closely what movements you can make that affect those muscles, you'll know how to get a good workout. Look at the area. Move your body VERY slowly and observe. Pay attention. Figure out how the muscles move there and what their shapes are and where they start and stop. Don't just look it up in a book and abstract your own body with mindless movements. Get familiar with the problem area and then build it up slowly through methodical exercise.

If you go to the gym, they have leg machines where you stand in front, facing it, moving the arm of the machine from straight down across your body. When you move the arm of the machine from straight down, out, you strengthen the outer thy and butt.
If you are not going to the gym, lay on the floor on one side. Take the bottom leg and lift it up (either in front of, or behind the other leg). This is doing the same thing as the machine, only using gravity instead of weights on the machine. For more resistance, you can add an ankle weight to the leg you are lifting.

sit in a chair.....put your feet together on the floor.....kepping your knees about 12 " apart...put a ball or a rolled up towel inbetween your knees & push them together...15 seconds of push then relax for 10 seconds...repeat untill muscels are big enough...
OR you could try finding a boyfriend......lol

do you place on tight pants once you pass to artwork? reason as quickly as I positioned on tight pants it finally ends up inflicting chafing. and in case you prefer to drop some weight on your thighs i prefer to recommend squats, working, and deep knee bends.
