Alright, well everyday usually in the morning or after school by my locker this boy continues to stroke my hair while I get my books.. yes, I know its weird..I asked him why he has to stroke my hair all the time and if he would please stop.. He told me because my hair was nice or whatnot.. I told him to buy himself a wig and to leave me alone..I even smacked him, kicked him, the whole 9 yards.. but he continues to do it.. what should I do?

The next time he touches you, you scream like he's killing you! What he's doing is a form of sexual harassment and intimidation and you do NOT need to tolerate it.
Next, I would contact your counselor, school nurse or the principal and tell them exactly what is going on and tell them that it makes you feel very uncomfortable. No one's going to help you unless you say something.

Talk to your teacher/principal and see if you can get a different locker away from this guy and let them know what is going on.
Tell them you have asked him several times to leave you alone and he is making you feel very uncomfortable.
It sounds like this kid has a crush on you. Make sure he knows that you are not interested in him and you are serious about him leaving you alone if that is how you feel. good luck.

Do you like him? Maybe there's a possibility there. If you have no interest in him and really want him to stop, you might want to tell him very seriously that he cannot do that any more or you will have the principal (or somebody) get him to stop. If previously you have laughed or not been really serious he may have convinced himself that you like it.

I would either tell my older brother or tell a teacher. Some one who constantly touches you even after being told not to has problems and can become obsessed.

He's harassing you, period. Unwanted touching, that's been made clear you don't condone it, is borderline 'sexual' harassment. After all, would he be stroking a guy's hair?
Report it to your school officials. Make sure you've reported it to your parents, etc., and go from there.
That's my two cents for ya.
