a few things, you need resistence to get them lean but not too much resistence because you don't want to rip them and have bulky arms correct? so choose a weight that will allow you to do around 12 reps but still challenging, do different types of exercises focusing on proper form and intensity, do cardio that uses arms such as the cross country machine, swimming , or running- doing other activities in which you use your arms like playing basketball, cleaning, hobbies, - and a sun tan- you probably just need to lose some fat and gain a lttle muscle and tightness in them

Pushups would give you leaner arms, but they won't get bulky. They'll just get nice and toned/defined. Good luck.

When we lose weight, there is no way to specifically burn fat from one part of the body. Doing situps won't burn the fat that is covering your abs and doing tricep extensions won't get rid of the fat that is covering your triceps. The only thing you can do is lose weight all around and eventually the problem area will also improve.

this may be the stupidest thing you've ever heard but---- puching aira and power walking and swaying your arms heavily or lifting very luight weight all give leaner arms =]

Besides cutting the fat out of your diet, you need to do exercises to work the triceps and biceps. Look on the net under tricep and bicep exercises.

well do you work out? if you do one way is to lift small weight at high reps because large weight and low reps builds muscle and if all u want is tone the less weight and high reps should do the trick
