-- drink lots of water (burns 150-200 calories per 8 oz of cold water u drink)
-- keep a food journal of every single bite you take and every calorie you take in, trying to stay under a set amount of calories (i try to stay under 1,000, it isnt as hard as it sounds)
-- to avoid craving, if you have a love (like chocolate), find something healthy that incorporates your biggest craving into it (like quaker 90 calorie packs...mini versions of their rice cake things w/ chocolate drizzled over them)
-- try to get at least 60 min. of cardio in 5 times a week
-- try to get at least 60 min. of strength training in at least 3 times a week
-- chew gum....5 calories a piece and helps you avoid eating when you shouldn't be
-- stop eating 2 hrs before you go to bed, that way you don't stop moving and let everything settle (including the fat) and by the time you go to bed, it will mostly be burned off or on its way there

Whether you can successfully lose 15 pounds in 3 weeks is dependent on a number of things (ie, what is your current baseline caloric requirement, %fat vs muscle, etc). Can it be done, absolutely. Athletes do stuff like this all the time when they need to make weight in particular events.
Avoid anything that will make you retain fluid. Drinking tons of water (ironic as this sounds) can really help a lot in disgorging excess water weight. You might also try natural diuretics (ie, lemon) to get rid of any excess fluid.
Other than that, just your typical low cal diet and tons of aerobic exercise. Depending on your current weight, metabolic state, etc., you might just make it to your 15 pound loss goal.
BUT- I hope you're not thinking you're going to lose 15 pounds in 3 weeks to get into a special outfit or something. Yes, short term weight manipulations like that are possible, but generally you're doing just that- manipulating. You *will not* lose 15 pounds of fat in 3 weeks.

This is quite a good one, if you really need to lose 15 pounds it should work with your metabolism:
Breakfast - one bowl of either fruit 'n' fibre, rice crispies or shreddies
Lunch - Two pieces of bread with margarine
Supper - Whatever you would have as a normal meal (but try to get lots of fruit and veg), but only eat half of it.
Generally works for me, but you HAVE to stick to it and NOT have snacks.
Also do NOT have biscuits. A single bourbon contains nearly DOUBLE the amount of calories in a can of fizzy drink (Dr pepper, irn bru and coke anyway)

Exercise everyday like jogging around the block
Skip meals. Eat 2 times per day than 3 times per day
Dont eat until you're full
Eat fruits at night if your hungry.
Drinks lots of water and stop all the fast food and chocolate.

seriousley if you need to lose the weight then a healthy diet and plenty of exercise should do the job. (limiting your calorie intake to around 75 - 80% of your RDA for your activity level during the day. this should be effective.
do you really need to lose the weight?
are you clinically obese?
or are you attempting to be an unnatural and unhealthy size/ build?

Drink alot of sports drinks, or mix alot of energy drinks together and add some salt and sugar. There is a massive amount of sodium in those energy drinks. If you drink alot of them and work out you will dehydrate yourself and your body will begin to eat the fat, but then the muscle too so you also have to drink alot of water once you notice a weight loss.

a stone a month can be done depending on how much overweight you are, plenty of healthy eating foods try weight watchers ready meals and bulk them up with fresh veg or salad drink lots of water and exercise

avoid vegetable oil (mostly in all junk food etc.), sugar and salt
focus on beans, nuts, low fat yogurt, semiskimmed milk, wholemeal/wholewheat/wholegrain carbohydrates, oats, lean meat (not too much), olive oil and berries.
to lose more weigh quickly, drink lots of water and do pilate exercises.
