I don't know why one action would be "ok", and the other "not ok". They are two sides of the same counterfeit coin: sexual immorality.
Approving of one would be hypocrital.

Adultery destroys an entire family and usually includes children where fornication is usually between two single people and harms them only. All sin is bad but some sin affects a lot of other people, so we condemn it more.

That's a great question! The Bible says we are all sinners and it never says anything about one sin beeing worse than another. I think society is quicker to condemn adulterers because it could potentially affect more people (we tend to think about the poor person that was cheated on, you know?)

But the Bible is a very bad moral standard.
Adultery: Extra-marital sex. You take a vow to be committed to them, and sex outside the marriage breaks that vow. It breaks the trust between the husband and wife.
Fornication: Pre-marital sex. No vow is made, and is usually sex between partners anyway, so it doesn't break anyones trust.
Seriously, don't look to the Bible for moral guidance. Biblically, genocide is morally equivalent to sex between two consenting adults who just happen not to be married (yet)

Adultery is a sin, having sex outside marriage or sexual immorality eg masturbation is also a sin.
The reason why people think fornication is "not that" bad is because Satan has deceived the world into thinking that way. There are grave consequences for sins like fornication. But these consequences feed Satan the power he needs to control this earth.
Only a Born Again believer in Christ is not controlled by Satan.
God is made of 3 persons. The Father, The Son and The Holy Spirit. All 3 added together is God, BUT each one by THEMSELVES is God.
Every HUMAN is a SPIRIT, we have a SOUL and we live in a physical BODY. You are a spirit, you have a soul and your spirit and soul are inside your physical body. (It is your spirit and soul that goes to heaven, not your physical body).
It is impossible to please God without faith. 2000 years ago God sent His only Son (LOOK TO THE FIRST PARAGRAPH TO REALISE WHO THE SON ACTUALLY IS) to die for the sins of the whole world. We ALL inherited sin from Adam when SATAN deceived Adam to sin in the Garden of Eden. AND on top of that we ALL sin everyday. (There would be no such thing as sin in the world if Satan did not exist).
In the eyes of God - we are FILTHY SINNERS because ON TOP of inheriting sin from ADAM, Satan CONTINUOUSLY DECEIVES the world to sin. So EVERYBODY in this world is FULL OF SIN. God HATES SIN.
NO FILTHY SINNER can get into heaven. This is why God kicked Lucifer (who is Satan) out of heaven - He was a sinner. But God made a way for us to clean ALL our sins away and get into Heaven.
2000 years ago, God sent His ONLY SON JESUS CHRIST to die, SPECIFICALLY for YOU in order to "purchase" your FILTHY sins so that ALL your sins will be taken away. Jesus was nailed to a cross, He was beaten beyond recognition, He was spat upon, He was whipped mercilessly, nails were driven into the hands of Jesus, nails were driven into the top of His feet, and His Blood was shed for you. ONLY THE PRECIOUS BLOOD OF JESUS CHRIST CAN WASH YOU CLEAN OF YOUR SINS. Three days later, God RAISED Jesus Christ from the dead and Jesus went to heaven taking with Him all your FILTHY sins.
It says in the Word of God:
John 3:16
For God so loved the world, that he gave his only begotten Son, that whosoever believeth in him should not perish but have everlasting life.
("Perish" in the above scripture means GO TO HELL).
You can only go to Heaven to be with the Father through the PRAYER OF FAITH
THE ONE AND ONLY WAY to go to HEAVEN is to:
1. Say with you mouth and believe in your heart (your spirit) that Jesus Christ is your Lord and personal Saviour and that God raised Him from the dead taking away your sins.
2. Ask God to clean away your filth and take away ALL your sins.
Cry out to Jesus now and He will SAVE YOU.
When you do this by FAITH The Holy Spirit (LOOK TO THE FIRST PARAGRAPH TO REALISE WHO THE HOLY SPIRIT ACTUALLY IS) will LIVE inside your spirit and God will recognise you as one of His Children, and when you die you will go to Heaven.
