My Win XP SP2 doesn't reconize Chinese Charecters and Chinese Inputs , what should i do?

I'm using the english version of Windows XP SP2, and i found out that when i go to any chinese websites, all the charecters are "?" ,what should i do in order to make my OS support Chinese Charecters and enable Chinese Inputs?
