The feathyer don't really tickle the bird. The part of the feather with the stick is touching the bird not the tip that tickles.

To be tickled you need to be surprised that's why it tickles when u get tickled with a feather because you arn't expecting it. As well if you were to just put a feather on your skin it wouldn't tickle, that's the same way a bird feels.

I doubt it would tickle a bird too much. It would probably just annoy them. If you tickle them with a feather in certain spots, they might react "ticklish", but in most cases, no: a feather will not tickle a bird.

Maybe if they had any exposed skin to tickle! My bird gets really itchy when she's growing in new feathers. They grow in really thick & cased in a waxy stuff.
