Get married at the Justice of the peace
Rent a dress or find something cool at the thrift store (him too) or make your dress! Or borrow one!
He doesn't "need" a tux! see above for him too! Or just a nice shirt and slacks from WalMart
Have a BBQ as your reception. Better yet, a POTLUCK BBQ (that's where everyone else brings some food and/or drink and you supply the hot dogs or burgers.) Have your friends bring food and drinks instead of buying you useless wedding gifts.
Have a friend take all the pictures with a digital camera (c'mon, one of your friends has GOT to have one. If not, they sell disposible ones at walmart-yes disposoble digital)
Get married in the park or at the beach or lakeside. Have a friend "officiate" the "wedding" it'll be fake cuz you already got married at the justice of the peace!
Write your own vows this way!
Make your invites at kinko's or office depot or office max. Your friends will understand if they're not embossed silk paper with 24k gold accents!

Bed and Breakfast two towns away?
2nd honeymoon 3rd honeymoon?
go to one of those boring Seminar/property sales things where you have to listen to a 4hr sales presentation LOL. (HEY it works!)
Pick flowers from your garden or your friends gardens or the apartments down the street's garden LOL.
Go to the local flea market on the weekend and find the person selling flowers there. Keep it simple. Go to your local florist and ASK what they can do for $100, you'll be surprised!
WalMart for the cheap party supplies (BBQ "theme" wedding means white paper plates and styrofoam cups right!) Or check the thrift stores again. Plates don't have to match, just colorwise.

What some people don't realize, is that not every city/county has a Justice of the Peace. It is possible to get married by a retired judge, a magistrate or a pastor. The fee for marriage licenses varies from state-to-state. I've never known of one to cost more than $50.00. For the service of whomever officiates, $25-$50.00 can cover that even $75.00. As to the dress and tux, check with friends, thrift stores and consigments shops. Also check to see if there is a FreeCycle group in your community. Everything listed is free. I have seen wedding dresses listed on there. Next choice would be to just buy a nice white dinner dress from someplace like Dress Barn, or whatever your favorite clothing store is and maybe just have the groom wear a nice suit. You can get married outdoors in a local park or if someone you know has a nice backyard area or if there are city/county gardens in your area. That eliminates fees for a chappel and you will have small fee for use of a park gazebo for instance, or no fees at all, for some outdoor sites.
You can have a pot-luck dinner or state that you will have a reception at another time.
That leaves money for a honeymoon, even if that is only going to a nearby hotel for a long weekend(including meals).
You can always save up to have a more formal cermony later on, like restating your vows and then have a formal reception and honeymoon, when you are in a better financial situation.

How much does he have or is this your combined budget for the wedding?? How many people are going to be invited. I say take care of the important things first, Marriage License, Chappel. you can get your dress really cheap in Downtown Los Angeles (I dont know where you live) or some kind of warehouse store. You can rent a tux for $60 or you can just buy some nice pants and a button up shirt and a tie from Walmart. I am good working with a budget, but I'm not sure what all you will be wanting. Well you and partner have to toss up weather or not you want the wedding now or start saving up so you can afford a bit more. I no its such a pain in the rear. If you decide for a wedding now why not do it low key. Who's to say it needs to be big! Run away and elope. Only have just a couple of friends there, buy a cheaper dress that you still fine gorgous, Hire out a tux. It's not all about money, it's how much fun you have on the day, and that lyes in your hands. That's how memories are made. Good luck.

you can have the wedding outside in a back yard or a park. This will cost nothing and save you money on the church. Having it in spring early summer when the flowers are in blooming will be your decoartions that wont cost you a thing. For your bouquet just pick some just before the wedding and wrap some ribbon around them. Or you could buy some fake flowers instead. I would try to find a friend that has a extra tux for the groom to wear, this will save you alot money instead of renting or buying. Your dress can be rented or you can look at theft stores for practically new dresses for cheap. Or you can always look in ebay. For food and drinks, buying the cheap frozen juices is great, just mix the water in later in a punch bowl, buy some cheap wine, and have a picture of you and the groom on the front to make it look nice, ask your wine store or liquor store for more details, back cupcakes instead of buying a cake, make a few cds with your favoirte songs and have it playing on a cd player, once the cd is over put in a different one. This will save you big time on a dj or band. Go to dollar stores to find some extra decorations. And print out your own invitations, try handing them out by hand instead of mail, as much as you can to save you even more.

Dress: Salvation Army (lots of them there, people only wear them once)
Tux: rentals aren't cheap-see if he has any friends who have one about his size he can borrow-(or their parents)
Place: State Park(you have to pay a fee based on the number of people, but it's usually cheap and looks great in pictures)- much cheaper than a chapel. For an officiant, you can do it at city hall so it's legal (you pay the clerk;they issue your marriage license so it doesn't matter who does the ceremony after that). Also if you know anyone who is ordained or can perform marriage ceremonies in your state, they might do it as a favor.
Decorations: You can get a lot of stuff at Michael's & dollar stores and make your own-
Honeymoon: You might just have a weekend thing and take a longer honeymoon later,when you've had time to save some money-lots of people do it.

Shop around, be thrifty.
*Look for an officiant who will do it for little to no cost (generally you can find one if you look hard enough).
*Get married in your house or backyard (or a park, check with parks and rec or the city hall in your area for prices).
*Wear a nice white dress or pantsuit (doesnt need to be a wedding dress... tack "wedding" onto anything and it triples the price!)
*Have your fiance' dress in a nice suit (tux not necessary).
*Get flowers from your local grocer (or your own or a friend's yard if possible) and hand tie them with ribbon or go with silk flowers if you prefer.
*You can get rings in silver for about $25 for the pair (upgrade to gold later when you can afford it) or go with no rings at all.
*Depending on where you live the license will cost anywhere from $15 (in NE) to $65 (the highest I have personally seen)
*For the reception, use the same location and host a BBQ or have a potluck and have everyone bring a dish instead of a gift, or have a "sub" sandwich from a local deli sliced into smaller servings (very inexpensive)
*Bake and decorate your own cake (use boxed mix if you like) or make Cupcakes
*Play your own music from a CD or MP3 player (or skip music if you like)
*Print your own invites or ask someone artsy you know to do them for you
*Have a friend or family member take a few pictures for you or go to Wal-mart and get your shots taken together in your wedding clothes... you will want some sort of photo for your album
*For a honeymoon you will REALLY have to think creative... turn off your phone, lock your door, get some nice candles, and turn your home into a retreat. Or if you are "outdoorsy" go camping and forget to tell everyone where. Think of things you havent done or seen in your area and become a tourist in your own city! Its amazing what you can miss in your own area.

I don't think I can add much to what's already been said, especially read Kayla and Trixie's advice!! Think "network", think of what friends can do for you, I'm sure they'll be more than happy to help you with your special day if you only ask. You can pull this off for $400.00 if you really try!! Just remember it's not for show, it's a celebration of your love for each other.

A wedding license is about $100, an officiant is maybe about another $100, that leaves you about $200. As far as clothes go, you both could wear your own best regular clothes or shop at a consignment shop for something nice. My sister's friend shops there and gets designed clothes fro like $5 for a skirt! You could get a cake and punch (about $50) and take a nice drive afterwards to someplace kind of close to home (an hour or 2 away) and see something interesting (check a tourist guide for your area). Stop during the day and have a romantic meal. That should be doable for about $400 total.

Well, you might try craigslist to see if anyone is willing to donate their services to you. Some photographers might be willing to work for free, for the sake of starting their portfolio. Maybe you could find a wedding officiant to take pity on you and reduce their fee for you. Your license will probably run you about $100 depending upon where you live. As for the dress, perhaps you could wear a friend's wedding dress. Then you have your borrowed item. Best of luck!
