i was the victim of abuse and need to find a good plastic surgeon to help me with my eyes. anyone have a clue how?

The AACD (American Academy of Cosmetic Dentistry) has a program called "Give Back a Smile" where dentists do free work on victims of domestic violence. Perhaps there are cosmetic surgeons who do the same.
You don't say where you live, but many areas have victim advocates or groups who can help you find free or reduced cost services. They screen the cases and then refer to providers who have agreed to help a certain number of cases per year.
