I have a passing familiarity with this issue.

The key to it is this: if you are claiming, repeat claiming, to be a refugee, then you are saying, in effect, that life back in your homeland is so horrible, so bad, that you legitimately fear for your life.

Being an economic refugee or merely finding the old country a wee bit uncomfortable just isn't enough.

A big problem for both Canadian immigration authorities and for legitimate refugees has been a flurry of phony refugees who claimed refugee status -- and then talk openly about going back to their homeland at some point. You cannot have it both ways: either it's so bad that you could not be there or it's good enough that you can stay there.

If you're coming to Canada, then you have to drop all links with the old country except through e-mail or Internet.

A good start would be an experienced lawyer in Canada.

So many people have been abusing the system that I fear that a massive overhaul of the refugee system is coming soon. I'm sure that's not what you wanted to hear, but other peoples' immigration abuses are going to make it tough for legitimate refugees in the future
