I personally think this is a choice that ultimately benefits you. You should consider a few approaches.
ie:
"Mom, I'm getting older now and I need a new look. It'll make me make feel a whole lot better if you understand."
Ask yourself; "Why exactly do I want highlights?"
Will it make me feel more confident about myself?
Am I just bored with my look and feel a change is necessary?
Just be honest.
...But in contradiction, I understand how your mother is hesistant about letting you do it in the first place. --I mean growing up my mother would scold me about cutting my own hair.
(Which actually made my intentions defiant)
And to answer your question, personally I believe there is nothing wrong with a young girl to get highlights done. =)

Yes, 12 years old sounds like the perfect time to get highlights. At this age, you are almost teenager and so I can see how you would want to experiment with your hair. It's all a part of growing up and as long as you and your mom agree on how it will look, you should be fine. If you are going to a professional, which I recommend, make sure you get your ideas across to them so they don't make any mistakes. It helps to bring pictures to communicate your ideas. If you plan on doing it yourself, use a cap highlighting kit since those seem to turn out the best (A little advice from my teenage highlighting experience!). Make sure your mom does it, or someone else who has a steady hand. Have fun and hope your hair turns out beautiful.

I have always wanted highlights but my mom told me NO! I am glad that she told me that because now my hair has become really pretty naturally. I had this light brown hair at like 10 and now that i haven't done anything to it at the age 15 and its now a strawberry blonde. love it and i am glad i didn't dye it. Trust me you may want to wait a while. let your body change it for you and if it doesn't work then go ahead!!!

Hey I'm 13 and I've been getting highlights since i was 9. My mom just doesn't let me get my whole head dyed because the chemicals would touch my head.

Yes there's nothing wrong with getting highlights but Only if you get an adult to do it a parent or a family member or at least a professional.

it depends on if you're willing to sit still long enough.
willing to endure the process long enough.
willing to be exposed to the strong smells of the coloring agents... they wont hurt you, unless you were allergic.. find out from your mother first.
dont try to do any of it yourself. dont talk any of your friends into doing it for you.
go to a hairstylist/beauty shop.
ask for mini highlights. not something too radical. because once you get them in your stuck until the hair grows out long enough to cut it all off.
once you get it you'll have to use shampoo specially formulated for color treated hair.
if you can get through all this. then try it.

well i mean i would never think of that thinking they are too young because in my days....well lets not go there but now all my daughter's friends have hhighlight and have been getting them. if ur daughter already has dry hair, then i would risk putting those chemicals in but her hair is pretty healthy then go for it! (no weird colors like green and blue)

my mom didn't let me till i was 15 but that was the 90's. i think now days 12 y/o is not a bad age. i mean, come on, you see 8y/o with cell phones!
