There are three that I know of that are free to anyone who is admitted:

Cooper Union

The offer degrees in architecture, fine arts & engineering. Difficult to get in, very prestigious. In NYC.

Berea College
http://www.berea.edu/
Small liberal arts school in Kentucky. They have tons of majors, and they are looking for students that are high achievers with financial hardship. It's a highly rated college and totally free. They are oriented toward a service-learning model and every student has a 10-15hr/week job.

Curtis Institute of Music

In Philly. Highly competitive music school with free tuition.

Also, if you are a highly achieving student many colleges will give you a combination of grants & work study to essentially waive your entire tuition all four years. What you need to show is an ability to excel and a strong desire to attend their school. Many "second-tier" schools use tuition waivers to attract students that might otherwise go to the Ivy Leagues.

Unless you're a musician or artist, Berea is probably your best bet.

Also, be sure to check out the Financial Aid offices of your State and Community colleges - if you or your parents make very little money, then often Financial Aid packages are very generous.

Please check out the schools themselves! They know more about what they can offer you than your guidance counselor does.

Every college that I know of has tuition fees. On the other hand if you are a US citizen/perminent resident and your income is below a certain level, you can qualify for Federal and State Aid that will usually cover all tuition at a local community college or SUNY (for example in New York State a full time college student with a poverty level income can apply for TAP and PELL and if approved can have their tuition paid for without having to spend a dime out of pocket). Additionally, you would have to keep your grades up to requalify each semester.

I think the only way to get that is if you are a senior citizen or if you have a full-ride scholarship.
